Restrictions on travel and outdoor meetings ease in Scotland

ome coronavirus travel restrictions have been removed in Scotland and more people are now able to meet up outdoors.

The latest stage in lockdown easing was announced at an unscheduled Covid-19 briefing by First Minister Nicola Sturgeon on Tuesday.

She said the continued decline in virus cases meant the restrictions can be eased earlier than planned.

From Friday, Scots can travel across local authority boundaries for outdoor socialising, recreation and exercise.

But they must follow the “stay local” order for other purposes such as non-essential shopping, and travel to some islands is not allowed.

Rules on gatherings have also been relaxed, with groups of up to six adults from six households now allowed to meet outdoors.

Children under 12 do not count towards the limit.

The easing comes after barbers and hairdressers opened on April 5 and ahead of a more substantial unlocking of the country on April 26.

On that date, Scotland will move from Level 4 to Level 3 of the four-tier system of restrictions.

Cafes, restaurants and beer gardens can then reopen, along with shops, gyms, libraries and museums.

Travel between Scotland, England and Wales will be permitted and tourist accommodation can welcome back visitors.

Other restrictions will ease in May and over the summer if Covid-19 continues to be suppressed.

Announcing the measures on Tuesday, Ms Sturgeon said: “We have always said we will keep plans under review and accelerate the lifting of restrictions if possible.

“The improved data does not allow us to throw caution to the wind – not if we are sensible – but it does give us a bit of limited headroom.

    Entertainment program added to outdoor dining precincts


    Roving street
    performers will bring cheer to three expanded outdoor dining precincts across
    Geelong and Geelong West.

    The City is
    adding an entertainment program to its streetscape improvements in Pakington
    Street, Yarra Street and Union Street, to enhance the experience of visitors
    and encourage further dining and shopping activity.

    New al fresco
    dining areas were constructed this week in Pakington Street (between Autumn and
    Preston streets), with diners already embracing the enhanced open-air
    atmosphere.

    Mayor Stephanie
    Asher said the expanded outdoor dining areas and free entertainment provided
    even more reasons for people to visit Geelong’s cultural and shopping
    destinations.

    The new al
    fresco areas allow cafes and restaurants to expand their dining options, which
    will help in their recovery from the COVID-19 pandemic.

    The addition
    of musicians and street artists will further lift the atmosphere of the
    precinct, encouraging visitors to linger and spend more time more eating and
    shopping.

    The City last
    week received a $300,000 grant from the State Government under the OutdoorEating and Entertainment Package.

    The funding was
    allocated to councils that had experienced increased patronage at local
    eateries and increased demand for outdoor dining infrastructure.

    The grant will
    support the ongoing provision of infrastructure in identified hospitality
    precincts, further street-based activities including entertainment, and
    campaigns to help draw people to these areas.

    To complement
    the increased dining opportunities, the roving street entertainment program
    will entertain diners and pedestrians.

    A program of
    artists and locations will be released in the coming days.

    The Government
    funding will also allow the City to continue fast-tracking applications and
    approvals for outdoor dining permits, and to continue waiving permit fees.

    More than 70
    temporary permits for new or extended al fresco areas have been issued by the
    City since September 2020, with businesses embracing the chance to safely
    expand.

    There are now
    more than 170 venues in Greater Geelong offering outdoor dining, hosting a
    total of more than 2060 chairs.

    This includes
    venues supported by the City’s first outdoor dining activation in The Terrace,Ocean Grove, which is remaining in place until 18 April.

    All outdoor
    dining precincts will be promoted to residents and visitors through
    co-ordinated campaigns, including It’s Our Backyard, which encourages the
    Geelong community to think local first when seeking goods and services.

    New outdoor dining areas to be created


    The City will construct outdoor dining activations in three hospitality
    precincts in Geelong and Geelong West, following strong public support for the initiative.

    The City will install the al fresco dining areas and associated
    streetscape improvements in:

    • Pakington Street, Geelong West (between Autumn
      and Preston streets);
    • Union Street, Geelong; and
    • Yarra Street, Geelong (between Ryrie and Malop
      streets).

    Backed by funding from the Victorian Government, the three-month
    initiative will support businesses to increase trade and maximise their economic
    recovery from the COVID-19 pandemic.

    Infrastructure will be installed in the three new locations from next
    week, following a trial of outdoor dining in The Terrace, Ocean Grove from
    December 2020.

    The activations will provide accessible outdoor seating for
    hospitality providers to expand their outdoor service and cater to more
    customers.

    Additional plants, greenery and extra footpath space will also be a
    feature.

    Greater Geelong Mayor Stephanie Asher said it was an opportune
    time to expand outdoor dining in and around the CBD, following the easing of
    COVID-19 restrictions and the rise in employees returning to the office.

    “The creation of outdoor dining areas in Union and Yarra streets will help
    traders attract and retain a growing number of workers and visitors to the CBD,”
    Mayor Asher said.

    “While the addition of eight new al fresco sections on ‘Pako’ will
    enhance the street’s atmosphere and create more reasons for people to eat,
    drink, shop and socialise.”

    The City released concept plans for the proposed activations in late
    January.

    All three locations received strong support, with submissions ranging
    from 65 per cent positive (Pakington Street) through to 98 per cent positive (Union
    Street).

    The City will evaluate the impacts of the activations and gain
    feedback from traders and the community to determine if they will continue in
    any form beyond 22 June.

    Funding to support the rollout in multiple precincts has been provided
    by the Victorian Government’s Outdoor Eating and Entertainment Package.

    The first activation is still in place in The Terrace, Ocean Grove,
    where it has received majority support from businesses and the community.

    It has been extended past an initial three-month period until 18 April, to cater to the anticipated influx of visitors over Easter and the
    school holidays.

    Greater Geelong is experiencing an outdoor dining boom, with the City
    approving more than 60 temporary permits for new or extended al fresco areas
    during the past six months.

    The City is running an ongoing campaign, It’s Our Backyard, to
    encourage the Geelong community to think local first when seeking goods and
    services.

    To mark the 150th anniversary of The Royal Children’s Hospital (RCH) Melbourne, the RCH Foundation is bringing colour and creativity to the streets of Melbourne and Geelong with a spectacular public art trail.

    Commencing on 20 Jan, Me and UooUoo (pronounced you-you) will combine Victoria’s renowned passion for the arts and culture with a dash of outdoor adventure, encouraging communities to reconnect with their cities, and be active by visiting one hundred unique art sculptures.

    Each UooUoo – individually designed by an Australian artist and sponsored by a Victorian business – will find a home in laneways, streets, parks and public spaces, forming walking trails throughout Melbourne and Geelong.     Outdoor dining activation to be extended


    The temporary outdoor dining activation in
    Ocean Grove will continue until the end of the April school holidays, to help
    meet the anticipated influx of visitors to the region.

    Following consultation that indicated high levels of support from businesses and the community, the City will
    extend the three-month initiative for a further six weeks to 18 April.

    The City installed 97 new COVID-safe outdoor
    dining seats along The Terrace, Ocean Grove in December 2020, as well as street
    greening and additional footpath space.

    Greater Geelong Mayor Stephanie Asher said the
    trader and community feedback indicated that there was widespread support to continue
    providing the activation.

    “There was strong feedback from traders that
    the project had improved the look and atmosphere of the street and helped
    attract visitors to the precinct,” Mayor Asher said.

    “Although
    we do appreciate there are some traders who do not support the changes, the
    public response was overwhelmingly positive, with many enjoying the variety of
    dining options and greater street activity.

    “The extension will hopefully attract more
    visitors and encourage them to spend time in the street through the busier
    Easter and school holiday period.”

    A City survey found almost two-thirds of
    businesses in The Terrace have had a positive experience of the outdoor dining
    activation.

    A total of 63.3 per cent stated it had
    increased activity on the street, with 61 per cent of traders calling for the
    initiative to continue beyond its original end date of 8 March.

    The City introduced the trial in response to
    the Victorian Government’s commitment that outdoor activities would be
    prioritised as COVID-19 restrictions ease.

    Funding support to roll out expanded al fresco
